Philosophy

At Carrie Lynn Children's Center, we believe in treating every child and family with the utmost dignity.

We understand that child abuse affects our entire community, and no single agency or individual can provide all the support needed. That's why we value collaboration among DCFS Investigators, law enforcement, prosecutors, and medical/mental health professionals. By combining our expertise, we can better understand case issues and provide comprehensive support.

We prioritize open communication and coordination among agencies to ensure the safety and well-being of each child and promote justice and healing. We're committed to minimizing any emotional harm to children, as we recognize that multiple interviews by different interviewers can be distressing.

Above all, the protection and best interests of every child guide our recommendations for investigation, prosecution, treatment referrals, and follow-up care.

History

The Children’s Advocacy Center, also known as the Carrie Lynn Children’s Center, is dedicated to providing a collaborative approach to cases involving child sexual abuse and severe physical abuse in Boone and Winnebago counties.

Our journey began in March of 1989 when former Winnebago County State’s Attorney Paul Logli gathered a committee to explore better coordination in handling child sexual abuse cases. This effort led to the creation of the Children’s Advocacy Center; born from the shared belief that we could do more to support child victims.

After much groundwork, including the establishment of an Advisory Board and the development of protocols mandated by the "Children’s Advocacy Center Act," we officially began accepting cases in February 1991. Over time, our services expanded to include cases of serious physical abuse, thanks to amendments to the Act.

Finally, on November 3, 1997, the Carrie Lynn Children’s Center opened its doors, marking a significant milestone in our commitment to serving children and families in need. Since then, our services expanded to include cases from Boone County as well.

We're proud of the progress we've made and remain dedicated to providing support and care to children and families across our community.
